You have the service on desktop, not on Skype mobile. However, on Skype 3.0 Mobile beta, I think you do have that option.

Yes you can, not with 2.5, but with 3.0 Beta... That is exactly the reason I am using it since my girlfriend is in France right now. :)

to send international text with 3.0, does the other person have to have skype on their phone, or can i just type in their phone number and they will recieve the text?

Not required to have Skype on the receiving end.

That is correct... You do have to pay for it though... To avoid any confusion...
