1) Yes u can send text messages to international parties
2) They do not need to have skype at the other end
3) They are not free, u have to buy credits...ie. pay for text messages.

Am I right?

I use Google Voice (Grand Central) to send international txt messages for free

Well, it's not open for everyone so I will be sticking with Skype...

what do you mean not open for everyone?

What program can i use to send international text to another cell phone that doesnt cost?

Something where the other person doesnt have to have the program installed?

Skype 3.0 lets you send international text messages, but you need to pay Skype for that.

Google Voice also lets you do the same, once you pay them. However, he means, you cannot signup for Google Voice as it is a closed beta.
