The standardized hardware is a big BIG part of it all.
There are certain advantages when you are writing software for a specific processor with specific peripherals as is the case of the iPhone... When you write winmo software for dozens of OS versions and hardware combinations things get harder. Of course Microsoft is not helping matters when they announce winmo7 for a certain date and they end up just delaying it for a full year and releasing instead winmo 6.5 which is pretty much more of the same. Finally, the screeeennn, the motherf#$%#@&! screeeeennn!!! |

Apps are pretty much fine for WinMo... but the thing most people like, and notice right away, about the iPhone apps are the responsiveness of the capacitive screen. WinMo can't do capacitive yet... but that is pretty much the answer to your question.
