Only 51.9 KB small? May be just for contacts, pim data. Or does this actually back up reg tweaks, programs, their init files and settings?

Yes, you can either do complete backup or just a pim backup. Tested and confirmed.

Edit: While I successfully completed a full backup, I was unable to restore.

I also had no problem doing a full backup, but i cannot restore on my "new" (same model tp) phone

Any ideas?

Its pretty much been decided this program does not work for full backups. It will perform the backup ok, but will not restore.
