Software that makes PocketPC look like Windows XP?

I saw a screenshot of a mobile phone homescreen that made it look like it was a Windows XP desktop. I would like to do this with my phone if it is possible. (It looked cool, and I want to replicate it). Does anybody know what this software is called, and where can I get it?

was it a windows mobile phone?
