Video Call tones

If regular phones can do it and the iphone can do it why shouldn't windows mobile phones be able to do it? i've tried searching but all i get is complaints about video quality. does anyone know a way to make a video ringtone work for windows mobile?

vringo.com. Sign Up, it's free. You can upload your own videos or use the ones on the site. I've been using it off and on for seven months now. I haven't found a way to do it just on the device.
