Looking for a program!!

Ok i need my fellow geeks to help me out here. I am looking for a program that will let me set up quick launch icons on the bottom of the screen. Also including the comm manager. Ive seen a few but cannot remember the name nor find them again. Yes i did search but couldnt find what i was looking for. Also given my work restrictions if anyone has the cab files would you be kind enough to post it plz. Thanks guys

Also this would be for either a Touch or Mogul

i thought of claunch but im looking to have the icons on the very bottom of the screen. I didnt think claunch could do that
