Writing .cab file - How? Software needed?

I'd like to get into writing some cabs, just wondering where to get started on learning how

WinCE CAB Manager is powerful and easy, but not free.

get a pen and paper. then start writing these letters "cab files" JK LOL go with post 2

Well, not too bad at $99, if a person could have some fun, write some great freeware, or maybe write a great commercial app that retails at 5 or 10 bucks. Does WinCE CABManager also do what the $30 CabWUZ does? Or are they both independantly useful?
