What WP does with images is that it bascially copies the file every so often. Then, it makes an animation out of all the images it has in it cache.
So... if WP updates the image (radar/traffic cam) every hour, for 5 hours, then you'd have images 1, 2, 3, 4, and 5. WP will take them and show them very quickly: 12345. This makes the effect of an animation. Like those comics where you would draw a stick figure on a notepad and then shuffle the pages very quickly. Having said this, no, WP does no support streaming since it operates with images and not video files. Also, usually traffic cams are more local so I doubt there's any listing for them out there. I'd check your local dept. of transportation webstie, or local news sites as well. We don't even know where you are so we couldn't even start to recommend sites :P

FYI & BTW - I'm about to release a new WeatherPanel theme called Commuter-240. It's built to take advantage of WP's image grabbing capabilities - for the daily commuter... or voyeur
