I know how to enter the number using makephonecall.exe and then the number as parameters but I cant figure out how to get my contact pics as icons...

You need an icon editing program and you have to turn your picture into an XP icon with the extension .ico there are many programs that can do this including photoshop and icon workshop once you have the picture in .ico you just treat it like any other icon and assign it using the XP icon type shortcut.
