I use Resco Explorer, but that's more than $10.
Total Commander is free, but I don't know how it exactly performs those functions.

Maybe I am thinking along different lines that the OP, but I move files on my PPC all the time, using cut and paste to go from the memory card to the main device. I do use Resco, but only for regestry editing. I am on the 700WX, but I believe cut and paste is inherant to windows mobile.
Sorry if I misunderstand the original post, but if you want a registry editor, total commander is my vote as well!!
