Region puzzle

My default region config is English Singapore.

After installing CE Star, the dang software changed my region to Chinese Singapore!

Worst still, the English Singapore option has disappeared from my Regional Configuration dialog!

Can any body tell me how to get it back?
Sounds like a registry hack is required.

So right now, I am using English Australia.
I looked around in the registry & found MUI=409 (for English?)
No where do I find the registry key for the locale.
