Hotmail and Rich Text/HTML

Is there a reg edit to be able to send emails in Rich text or HTML? Whenever I send a email from my hotmail and I go to try to add a new paragraph, the email that is sent is still all one paragraph...(if that makes sense). Also when sending it with a signature, it is added to the end after the last period. Any help would be appreciated.
