Enbable Today Plugin on first boot?

I'm playing around with making my first custom rom, and I have hit a roadblock - with 6.1, how do I change what is selected for today plugins by default?

I have tried searching, but since it's a previous os version, I get a ton of results, and I have spent the past few days sifting, without a solid answer yet.
