Pocket PC Video Converter

I’ve been searching for a while and I really don't know if I am searching correctly but this is what I'm looking for.

Is there any program that I can convert videos on my Pocket PC?

I want to transfer to other cell phones some videos, for example, videos that I downloaded from YouTube in my Pocket PC, and converting this .flv file in .3gp for transferring to other cell phones.

I know I can do that in my PC, but I want to do it in my Pocket PC.

Is there any program that I can do that? Or I'm waiting too much from my little device?
