Does anyone have a link to a "Weatherpanel for dummies" type of thread?

So I have been reading about Weatherpanel a lot, and seems to be very customizable etc, etc... but since the developer no longer exists, I am guessing setup isn't very straight forward.

Anyhow, I found that one thread that had all the download locations to Weatherpanel related files and downloaded the program.

Now I am stuck at trying to add a city...yeah, I know, I didn't get very far.

Anyone have a clue on how to set this stuff up, or know of a detailed source that explains it all?

I did search the forum, but all I found was themes...I am not ready for themes yet, I am just trying to add a city! lol
