Triscuit is correct. NRG currently has ROM's with Max Manila (the app I am using to get my home screen to look like this) built-in along with Manila 2.5. I am running an older ROM and just added the app myself. He just put out some new ROM's with the Dusk Theme built in which to me looks too dark and hard to read, but that theme has a lot of add-ons so there is a lot you can do with it. And I know he's uploading even newer builds if you check out his Twitter page.
