Re-arranging panels

Is there a plugin that will let you delete some panelsyou dont use and re-arrange the ones you do? Thank you for any help,

It isn't really plug-in, but Chome will allow you to rearrange your panels, add/remove panels from yout Today screen and even create simple panels.
