Go to the CWelcomeCenter (or whichever panel's GUID you copied from) Expanded section and the Operator Services Expanded section and change "Icon" to "Image 1". That should take care of it. Edit: If you have a QVGA phone, can you check something for me? I'm curious what all .cpr files you have in your Windows directory. In my phone I have the following:
SlidingPanel_240x320.cpr
SlidingPanel_240x320_0411.cpr
SlidingPanel_320x240.cpr
SlidingPanel_320x320.cpr
Titanium_480x640.cpr
Titanium_640x480.cpr

I have the same thing, i took out the last two bc their not for qvga. You NEED the 240x320 and 320x240 one's though.
