Flashed Mogul HELLLLPPPPP!!!!!
Hey guys i'm gonna throw this out there and see if anyone else seen this before..... I flashed my Mogul and now when ever it's powered on it cycles on and off every 30 to 40 second, but when it's hooked to a power source such as USB, or to the wall it's fine

Did this happen before you flashed? If not I would try flashing again, and if it still does it try someone elses rom.

Try a hard reset first. If that does not fix the problem, reflash.

What ROM, radio and bootloader/SPL did you flash to? We'll need some more information to help narrow down the cause.
