For splash I prolly will not do that, mainly because of too many users that are not from Texas. I do like your thoughts, so what I will do is create a theme than can be selected from the today settings.
It can be changed at anytime from the today settings menu. When I get some spare time I will do this, cuz I spend lots of hours now working on all this.
