How do I flash the NeuRom3 to my device?

I downloaded the file.. it's a rar file. Inside the rar is a file named RUU_signed.nbh. Am I supposed to use a Rom Updater Utility? How? Do I use BuildOS to install this? I have been searching and reading and I'm feeling like the biggest retart because I can't seem to find ONE SINGLE POST on how to flash a prebuilt custom rom...

I feel like I must be the ONLY person on here who does NOT know how to do this...
