More likely the issue is mismatching checksums on an improper esn/meid repair and no amount of flashing will correct this as those items are in NVM which flashing a rom doesnt change for the most part ppst.exe & radio refurbish.exe aside. On a dumbphone it will 100% of the time throw the phone into service required mode making a phone call or any type of connection impossible. I suspect putting a meid onto a native esn device the pESN or checksum is wrong or the proper system meid flag is not set(to realize the phone is now meid based not esn like it was) although I've never attempted to write a meid on a ppc. Its best to stick esn to esn and meid to meid which avoids problems like this. You will need to correct the esn/meid to fix this problem.
