Are you sure that is the correct MSL? There is a one-time lock code, and the MSL. You might also try 000000, that works sometimes.

I believe that ##922025# is your personal number that is used to program the phone . do you have the 6 digit code. or is this a new phone you got. if so use the GETSPC CAB program to retrieve your code. Ill attach it below

Well if you're try so many way it still not work then you have to flash you phone back to Stock Verizon ROM then flashing back DCD 3.26. But becarful when you flash Stock ROM you have to call verizon to get A-Key to let you phone working back. When you have a A-key remember write it down for future need.

Maybe be ## codes don't work with the phone skin. Should run EPST. It's located in windows folder. That will let you activate your Phone.
