noob help with unlocking

I use nueSPL2.47 to unlock the phone. When the phone does the automatic reboot (Step 6 of instructions). My phone reboots and it stays in the boot loader. It does say SPL-2.07No2Chem.... When I do a soft or hard reboot (So I can install the ROM). It goes back to the original boot loader. All I want to do is to at least update to WM6.1 and alltel does not have the file to do so.
