I've found a solution, and successfully build a rom with dcd 3.2.4 kitchen that gps locks just fine. If anyone wants it, I will upload.

Was it by moving over the gps folders from OEMDrivers from 3.2.3 that I outlined on xda? That works very well. What was the method you found?

If you take the files for poutlook.exe and tmail.exe from the the DCD3.2.3 kitchen and put them in the DCD3.2.4 kitchen the issue is gone (at least for me for email).

I'm not sure if the issue is fixed by just the poutlook.exe or both but it did not work when I only replaced the files for tmail.exe.

Here's the files if you don't want to download the DCD3.2.3 kitchen:

Put them in /SYS/BaseApps/ of the kitchen.

EDIT:
Unless my ROMs are not overwriting each other properly, you should only need to replace tmail.exe. I'm not sure why it didn't work the first time but I've now cooked and flashed twice with only tmail.exe replaced and then issue was gone both times.
