New ROM Freezes and enters tricolor screen

I am trying to install the new rom from Sprint.

I downloaded and began installing the new rom. It will go to 11% and then it will sort of restart and enter into the tricolor screen mode.

I have been able to reinstall the older rom, that works fine but the new rom never gets past 11%.

I have tried using the "relocker", but that gets it into the tricolor screen and freezes.

I am unsure how to work this and any help would be appreciated.
