noobie about to jump - locking? unlocking?

I'm about to take the plunge and upgrade to the new rom - never done this before - been reading and reading but one thing which confuses me is the talk about locking and unlocking? I'm not sure what that means and I don't believe I've ever locked or unlocked my phone. Is it a step that I have to do?

It's an official ROM, so all you have to do is run it. No locking/unlocking necessary
