The Mogul was designed for WM5 which is why it only has 64mb of RAM. By the time it came out, WM6 was here so they put WM6 on it prior to release. Telus got the 6800 first (p4000) and it had WM5 on it. They later released a WM6 upgrade. The ROMs you see out there are from the carriers that released the 6800 with WM5.
On a side note, the Touch was always intended to have WM6 which is why it has double the RAM. While its probably possible to put the drivers into WM5, its hard to say if anyone will do it. Another hurdle may be the boot loader. You currently need the newer 2.40 boot loader to run the 3.x radio. However, this combo doesn't work with a standard 2.x base ROM. I have a feeling WM5 would have the same issue. Perhaps the release version of the radio rom will not have this issue.
