Rom upgrade from DCD 2.24 to 2.31 - need to reflash radio?

I am currently running 2.24 of DCDs ROM on a Sprint Mogul. I want to try 2.31 for better memory management. Do I need to install the 3.27 radio again?

You shouldn't have to; both those ROMs run the same radio. Flash the new ROM and you should be good to go.

No. Once you have 3.27 RADIO, You dont need to reflash to new versions of the ROM's.
