Help Halfway There!!!!!!!!!!

ok. ive got my rom flashed but for some reason i cant make any outgoing phone calls on my account ... nor can i recieve calls. when i make a phone call , this is what i hear:

" your account is not authorized to place phone calls to this phone number. if you would like to have additional capablilites added to your account please call ................... services. message bla bla bla...

plus when people call me, they say it goes right to the busy signal.

any suggestions.
