pretty sure you are missing the os.nb file under the rom folder. It should say 8004000-os.nb. Check and see if that is in that file, if not run the 5044 rom in the input.nbh and that should put that file in the rom file, paste that somewhere else and then get clear all out again, then insert basekit and put the os.nb file in the rom file.
