Noob Question: Upgrading to New Rom?

If I were to upgrade to a newer rom that has programs that cost, such as picsel or spb, would i have to pay for those or are they included in the new rom...?

Most would be trial versions. you'd have to pay for them eventually unless you have a "friend" who knows about cracking software. Don't ask me for the links but if you're crooked enough, you'll find them.
