I do not remember how it was on 2.1 but on 2.2 if I have WIFI on it won't let me turn on 4g..was that the same on 2.1?

It's the same way.

The only thing that this seems to not have any baring on is wifi tether.

I can still wifi tether with 4g.. so technically wifi and 4g are on at the same time
