I definitely agree with you, if you are going to go the VoIP route, you need to be sure you have data connectivity everywhere you live/work. But this is only an issue for people who travel via highway a lot. Most people rarely leave their home market, and would probably never experience this issue.

You can always call 911 from a cell phone, you don't need to pay for phone service to use 911 :)
