Aside if they take space or not, you have the option to not view signatures. I turned it off as I was getting tired of seeing rather lengthy signatures. But I do miss seeing the community advertising.

While I've never had any complaints int he past, I took some stuff out of mine and reduced the size of the photo.

In one particular forum I used to visit, the way sig sizes were regulated was based on number of images, size (KB) of images, size (dimensions) of images, and number of allowed lines of text as viewed a certain resolution screen. This forum's limits were one image with one line of text (image less than 20 kb, less than 400 pixels x 300 pixels in size, or you could opt to use a banner that could be up to 500 pixels wide, but no more than 100 pixels tall), or 5 lines of text as viewed on a 800 x 600 resolution screen (so that lines that wrapped were part of the 5 line rule).

Now these specific sizes were made part of the rules several years ago when most connections were still dial-up. It was a small community, and to keep things simple, the sizes and rules for signatures were left the same. However, in the age of most of us having broadband on our phones, I believe the limits should be much higher.

Obviously it would be up to management to decide these limits, but I figured I would at least put that out there as an idea. As I understand, there is no particular set of rules pertaining to the size of signatures. However, I do agree with some of those here that do not like the large signatures that take up unneccesary amounts of bandwidth.
