Can somebody verify for me is this a Samsung app, or a microsoft app

to me it looks like window 6.5.1 running and the program looks like a very old wireless manager!!! like stock winmo 5 or 6 old.. the icons on the bottom look like winmo 6.5.1 is running in the background!!

yeah true but look at the top and bottom task bars is on a 6.5.1 rom

yeah it's a later build of 6.5 but the question was about the program not the OS
