Changing Roms on Samsung devices

A question to whomever can assist me in this process.. i have a Samsung device(Mondi)http://www.samsung.com/us/consumer/m...etail&tab=spec, with similar internals to that of the Omnia 2, Pro and Jet..

I'm looking to develop a Rom for my device, as i understand it, Samsung devices arent "locked-Rom wise" per se.. in the same manner HTC's are.. so is there a universal tool used to dump the Rom's and perhaps cook them.. or does each Sammy device need its own tool as HTC's do?
