To set a picture as a wallpaper on your 'Today' screen go to Settings -> System -> Today, and then on the 'Appearance' tab check the box that says 'Use this picture as the background' and choose the browse button next to it to select your picture

Oops, already answered...sorry for my lag!
Yes there is and it is fairly simple. Place one of the pictures on your device's memory then go to Start, Settings and select the Today icon. At the bottom of the Today screen's Appearance tab you check the box next to "Use this picture as background" then select the Browse button, a window will open where you may select the picture you want, OK your way back out and you should have your picture on your Today screen. Another option is to open File Explorer and browse to the picture you want to use, press and hold on the file name until the menu pops up, scroll down to Set as Home Background.
