you enabled something in the voice command application...

Start>Settings>Voice Command OOOPSE Start>Settings>Personal>Voice Command

There is a setting in there under Options or notifications under the phone or contacts options.... i think its Announce caller or something... I cant quite remember... it happened

EDIT: LOL..... i forgot to hit post quick reply or else i would have been the first response to this message
