edit: I have Windows manage the GPS not manually, sorry I didn't notice that earlier when I first posted

I have the setting under phone set to GPS location on. Did a soft reset 3 times just to be sure.

I did not set the com at all, left it set to windows managed. I know this is "small" but it is driving me crazy....
