I have gotten my replacement (4th for several reasons i won't get into) and they never said anything about being flashed.
gotta say, i love verizon's customer service.

I agree VZW customer service is great. I have been with them for over 12 years and have never had an issue with replacement phones. Sometimes 2-3 within the same year. I prefer to go to the store techs because sometimes the techs on the phone just want to go through a script, but still either way, I've always haven't had an issue of getting replacements. And refurbs have been just fine as well.
