VZaccess manager and active sync problem

Hopefully you guys can help me out once again, well help my father out(he's the one with the Omnia).

He can't get his phone to sync through active sync. I'm pretty sure it's because he has the VZW business manager on his pc. He has to have that on there though because he pays for the Phone as a modem, and that's the only way to tether his phone. Atleast as far as I'm aware. I have sprint, and the HTC Touch Pro. To tether my phone all I have to do is use the Internet Sharing app that came with my phone. From what I hear about Verizon though, they like to delete applications like this and cripple their phones.

So, my question is, how can he get his phone sync'd? Would the VZW Business manager be causing his problems? If not, what does he need to look for to get his phone sync'd. If the manager is causing the problems, what are his options as far as tethering his phone? Is there an internet sharing application for the omnia that he could use? It's not like he's trying to tether for free, just trying to be able to sync his phone and tether. Right now, all he can do is tether.

Thanks for the help in advance guys/gals. You guys are great and have always been able to help me.

-EDIT-

I kept calling it the VZW business manager, I believe it's the VZW access manager. Sorry for the confusion.
