ok si ove tested this many ways and apparently samsung didnt test too deeply with the fm radio, the only way you can listen to the fm radio is via a plugged in headset or the speakerphone. you cannot listen to the fm radio via bluetooth headset, or while the phone is charging

The FM radio requires the antenna wire that is built into the headphones to pull in strong signal. Your phone should have come with a micro USB to 3.5mm female stereo adapter with a button on it. The button has a microphone in it and is for answering calls while using headphones. have you tried plugging the adapter into the phone and then attempting to use the bluetooth headphones? I have a BT stereo in my car and I will test it out on that later tonight.

yes i did that had a mess of wires and my jaybird bluetooth headset and the sound either comes out of the speakerphone or the wired headset, and you cant have it plugged into the pc charging or im guessing the car charger either while the fm radio is on
