Stock Moment
I have a rooted Moment with a custom rom. I am wondering if I can make this completely stock again.

that should be the most accurate way. don't know if you can do a factory data reset if it will take it back to stock or just the custom rom

yes, just replace the custom rom in the SWUpgrager in the binary folder with the original de03. if you didn't save it you can get it on SDX.
