Changing the SCI to 1 will change the amount of time between tower polls for your device, down to 2.56 seconds, thereby effectively getting an incoming call to ring your device faster. It has also been noted by many users on many devices that the lower the SCI you use, the faster your battery will drain, as it is actively polling the towers more often for incoming calls, SMS and MMS messages and also emails. SCI Polls are as follows: 0 = 1.28 seconds 1 = 2.56 seconds 2 = 5.12 seconds 3 = 10.24 seconds I usually have mine set to 1, though will change it from device to device, depending on total battery consumption. ACCOLC is for controlling cellular usage during emergency situations, as dictated by the carrier, in direct relationship with local and federal law enforcement. There has been much debate over this in the last few years here and at other forums and it was ultimately decided that our phones wouldn't work during an emergency no matter what we set our ACCOLC to, because the carrier would know who to disable and who not to. I don't know a lot more about it, but I look at it this way. If there really is an emergency that requires only city and emergency personnel to use cell phones, why should I block a port in the switch so that I can call someone if I want to. I'm special, but not that special. I say leave it to the emergency personnel and let them take care of their business without issues.
