ROM Flashing, or Reloading?

Does anybody out here with this phone know anyway at all to flash a rom on this thing? Ive got one that im fixing but the phone has been shut off for months and wont turn itself on. I think its a fatal error in the software but dont know what ROMs work or where to get them. Thanks in advance for any thoughts.
