build tools for extended partition

Good day!

I'm trying to learn how the build tools are configured to turn on or off the extended partition... I'd really like to be able to create a separate data partition hidden from windows of about 80-120MB... this would be for android's data files.

Does anyone here know what tool is used to configure the flash partitions in the kitchen tools?
