GOT IT!!!!!!!!!!!!!! I changed it on the setting tab in TF3D. There is a wallpaper option. WOOOOOOO HOOOOOOOOOOOOOOOOOO!

I believe you are changing the wrong wallpaper setting, I did as well. Don't go to settings/today/ and then set the wallpaper, this one will show like you discribed and go away in tf3d. Instead go to the "settings" tab in tf3d and there is a wallpaper option, change this one.
