looking to make a fallout pipboy theme

im looking to make a pipboy theme from fallout, i really wanna got kinda crazy on this theme and then put it up for fans of the classic game to dl, what is the best/easiest program to make such a theme for wm6. Does this possible exist, i found one but it was quite lame. Im looking to make the whole OS look and feel like something from the 50's including ringtones and slider sounds. any help would be appreciated

nobody is willing to help point me in the right direction or program to accomplish this?
